Service: Harrow Special Educational Needs and Disabilities Information Advice and Support Service. (SENDIASS)

Salary: £36,501 - £40,024 FTE per annum, inclusive of the inner London weighting (£29,595.41 - £32,451.89 per annum for part-time, 30 hours per week)

- £480 FTE per annum (pro-rata for part-time) homeworking allowance will apply in place of the London weighting if homebased

Location: Harrow

We work flexibility to work remotely for part of the week with occasional work in Harrow and occasional travel to Head Office

Hours: 30 hours per week (part-time)

To be worked across a minimum of 4 days (We will also consider the hours applicants are able to offer, if less than this, which may include job share options)

Contract: Secondment (Fixed term Maternity cover until November 2026; exact date TBC)

As Project Manager you will lead on the delivery of the Harrow Special Education Needs and Disabilities Information and Advice Support Service (SENDIASS) which informs parents, guardians, children and young people who reside in Harrow of their rights in the SEND process, by keeping abreast of education and other relevant legislation and SEND policy and supporting their navigation through the SEND assessment process. You will manage a small team of staff and potentially volunteers and lead the team in a child focused approach to improving outcomes. You will also hold a caseload of your own.

You will ensure that the service meets its statutory duties as set out on the Children and Families Act 2014 and is delivered in accordance with the SEND Code of Practice, as well as ensuring that the service meets all the criteria within the minimum IASS standards.

Main Responsibilities:
• Responsible for the day-to-day functions of the service, ensuring that high standards of professional practice are maintained and that policies and procedures are implemented. To include the prioritising and delegation of work, regular target setting and planning within time scales.
• Work closely with and supervise the direct work of staff, ensuring they are appropriately trained and equipped to support parents, children and young people
• Manage your own caseload of complex cases.
• Produce, monitor and evaluate service development plans with identified targets and objectives in support of Family Action business plans providing regular reports and briefing papers as required.
• Ensure monitoring reports are produced for commissioners in line with KPIs
• Establish and maintain effective links with voluntary and all partner organisations, including delivery of training to stakeholders which increases knowledge of SEND law, guidance, policy and participation. This includes convening and chairing a multi-agency steering group.

Main Requirements (for details check the job description and person specification):
• Educated to degree level with a relevant health, social care or education qualification
• Proven experience of working directly within SEND.
• Independent Provider of Special Education Advice IPSEA legal training qualification, or a willingness to work towards completion within 12 months of commencing employment.
• Strong leadership skills with the ability to manage and supervise both paid staff and volunteers.
• Established experience of facilitating relationships between a variety of stakeholders; including parents, children and young people, the Local Authority, NHS staff, schools and other professionals.
• Appointments are subject to Family Action receiving a satisfactory disclosure from the Disclosure and Barring Service – enhance children’s workforce
